The Homeowners Association (HOA) and Metro District are distinct entities with different roles and responsibilities, that both coexist in Aspen Village.

The HOA focuses on community rules, funded through homeowner assessments. The Metro District is akin to a local government, responsible for public infrastructure and essential services funded through taxes. Here's a breakdown of what each entity does:

HOMEOWNERS ASSOCIATION
(HOA)

An HOA is a private organization established by the community's developer and managed by residents or a third-party management company. Its primary purpose is to enforce community rules, maintain shared spaces, and preserve property values.

Key Functions:

  1. Enforcing Covenants:

    • Manages and enforces the community’s Covenants, Conditions, and Restrictions (CC&Rs), Articles of Incorporation and Bylaws

  2. Rules and Regulations:

    • Sets and enforces rules for aspects of community living.

  3. Architectural Review Committee:

    • Sets and enforces rules for architectural changes and landscaping improvements on each individual Lot

  4. Community Services:

    • Hosts events like Annual Trash day, Winter Bonfire, Summer BBQ

    • Communicates with all owners regarding HOA matters

    • Maintains HOA website

  5. Regulations:

    • Governed by an HOA Board of directors elected by property owners within the community.

    • Operates under the Associations CC&Rs and the Colorado Common Interest Ownership Act (CCIOA)

 

Funding:

  1. Funded through HOA assessments paid by homeowners.

    • 2025 Annual Assessment of $400.00

    • May levy special assessments for large projects or unforeseen expenses.

METRO DISTRICT (METROPOLITAN DISTRICT)

A Metro District is a local governmental entity established under state law, typically to finance and provide public infrastructure and services within a specific area. Its responsibilities and powers are broader than those of an HOA and are funded through property taxes and other fees.

Key Functions:

  1. Infrastructure Development and Maintenance:

    • Roads, sidewalks, drainage systems, and other public infrastructure.

  2. Utilities:

    • Water and wastewater services, trash collection, electricity and gas.

  3. Maintenance of Common Areas:

    • Manages amenities such as the pool, clubhouse, landscaping, and shared spaces.

  4. Community Services:

    • Provides services like snow removal and parking enforcement.

  5. Public Financing:

    • Issues bonds to fund large-scale projects, repaid through property taxes levied on residents within the district.

  6. Regulations:

    • Governed by a Metro District Board of Directors elected by property owners within the district.

    • Operates under state and local government laws.

 

Funding:

  1. Primarily funded through property taxes assessed on properties within the district.

  2. May also impose fees for specific services (e.g., water or trash).
